Overview

Description

The Department of Science, Technology and Innovation (DSTI) invites bids for the rendering of cleaning, hygiene and kitchen services at its Pretoria offices, together with the National Advisory Council on Innovation (NACI) and the National Intellectual Property Management Office (NIPMO).

The DSTI offices span five buildings totalling 4 795m² — Building 22 (first and fourth floors, 728.40m²), Building 23 (ground floor, 365.78m²), Building 41 (lower ground to third floor, 2 116.10m²), Building 42 (basement, ground and first floor, 847.02m²) and Building 31 (storage facility, 737.70m²). Cleaning of parking areas is limited to Buildings 31 (24 bays), 41 (26 bays) and 42 (6 bays).

NACI occupies 563.64m² on the first floor of Building 23, and NIPMO occupies 705.71m² on the second floor of Building 22. Parking at both is shared with other tenants and is excluded from the scope.

The successful bidder must provide one supervisor overseeing all three sites, eleven cleaning staff for the DSTI offices, and one cleaning staff member each for NACI and NIPMO. Two of the eleven DSTI staff must be dedicated to kitchen services. Services run 07:00 to 15:30, Monday to Friday, with quarterly deep cleaning over weekends.

Hygiene services are required in Buildings 41 and 42 only, covering 12 bathrooms with 24 toilets in total, including the supply and replenishment of 2-ply toilet paper and hand towels, air freshener, hand soap, seat sanitisers and bin liners, and the disposal of all sanitary materials.

Bids will be evaluated in two phases: functionality (minimum threshold of 60% to proceed) and then price and specific goals on the 80/20 preference point system in terms of the Preferential Procurement Regulations, 2022.

  • Active registration on the Central Supplier Database (CSD) maintained by National Treasury
  • All required Standard Bidding Document (SBD) forms completed and signed
  • Terms of Reference initialled on each page to indicate acceptance
  • General Conditions of Contract (GCC) initialled on each page to indicate acceptance
  • Valid certified B-BBEE certificate or Sworn Affidavit
  • Latest CIPC company registration documents, including detailed particulars of ownership
  • Valid COIDA letter of good standing for office cleaning and hygiene services, in the name of the bidding entity
  • Proof of UIF registration (valid certificate of good standing)
  • Proof of PAYE registration
  • Valid proof of membership of a cleaning association or industry body
  • Proof of public liability cover of not less than R1 000 000
  • Signed letter confirming staff will be remunerated in line with the applicable Sectoral Determination for contract cleaners

Submission Instructions

  • All documents must be stapled and placed in a sealed envelope.
  • The envelope must be clearly marked with the bid number (DSTI03/2026-27), name of your company, phone number and email address.
  • Drop the envelope in the Tender Box, reception area, CSIR Building 41 during office hours.
  • Closing time is strictly at 11:00 AM on the closing date. Bids received after this time will not be accepted under any circumstances.
  • Submit one electronic version (USB) and one original hard copy.
  • Proposals submitted by telegram, facsimile, or only by electronic means such as email will not be accepted.
  • Mark the proposal with: Bid No. DSTI03/2026-27; Description: Cleaning and hygiene services; bid closing date and time; and the name and address of the service provider.
  • Late tenders will not be considered for evaluation and will be returned where applicable.
  • Bidders intending to attend the briefing session must notify SCM at tenders@dsti.gov.za before 27 July 2026.
  • Questions must be submitted no later than 5 days before the closing date. Questions and answers will be published on the DSTI tenders page.
Late submissions: Tenders received after 11:00 AM on the closing date will not be considered, regardless of the reason for delay.

Amended Terms of Reference issued

5 August 2026

An amended Terms of Reference has been issued and supersedes the version originally advertised. The changes are: the pricing schedule column now reads "Price for 18 months" (previously 12 months); the submission and bid closing dates are corrected to read 11 August 2026 at 11:00; and the Appendix B hygiene equipment specification now requires automated plastic chrome-silver units for the hand towel dispensers, foam seat spray dispensers, sensor-operated sanitary waste bins and hand soap dispensers, with plastic chrome-silver digital air fresheners. Bidders must price and initial the amended Terms of Reference.
