BIOGRAPHY: DR NOMALUNGELO GINA

Dr Nomalungelo Gina (née Khuluse) is an outstanding leader, a committed public servant, and a passionate champion of education and economic transformation. As a black woman with a partial disability, she has defied the odds to achieve remarkable success, serving as an inspiration to many.

She was born and raised in the rural village of Ndwedwe in KwaZulu-Natal and matriculated in 1988 from Inanda Seminary School, where her involvement in student politics began. In 1992, motivated by a deep commitment to education, she obtained a teaching degree from the University of Zululand. She later completed a Postgraduate Diploma in Management at the University of the Witwatersrand in 2015. In 2023, she earned a Master’s degree in Public Management from the University of Venda. In recognition of her contribution to public service, the University of Zululand conferred an Honorary Doctorate in Public Administration in May 2025. She further attained a Doctor of Philosophy (PhD) in Leadership and Management from the University of Gideon Robert in Zambia in December 2025.

Her doctoral thesis, titled “Strategic Challenges Faced by Local Authorities in Implementing Information, Communication and Technology (ICT): A South African Perspective,” makes a significant contribution to the field of public sector leadership and digital governance. Through her research, Dr Gina developed a strategic ICT planning and implementation framework aimed at equipping local authorities with the tools and capabilities required to overcome systemic barriers to digital transformation. Her work demonstrates how the effective use of ICT can enhance service delivery, citizen engagement, institutional efficiency, and governance, particularly at the local government level, where state capacity has a direct impact on the daily lives of citizens.

Dr Gina started her professional career as a teacher, serving diligently under the District of King Cetshwayo in KwaZulu-Natal, dedicating 15 years to the education sector, where she was actively involved in the South African Democratic Teachers Union. Before entering politics full-time, she had held several leadership roles, including Deputy Provincial Chairperson.

Her leadership extended beyond the education sector, and in 2009, was nominated for deployment to Parliament. Throughout her tenure, she has played a pivotal role in shaping national policies, serving on the Higher Education and Training Portfolio Committee, acting as Whip of the Basic Education Portfolio Committee, convening the Social Cluster Committee, and chairing the Basic Education Portfolio Committee.

Recognising her leadership and dedication, in 2019, President Cyril Ramaphosa appointed Dr Gina as Deputy Minister of Trade, Industry, and Competition.  Her contributions in this role strengthened economic policies, promoted industrial growth, and facilitated job creation.

In 2024, she was appointed Deputy Minister of Science, Technology, and Innovation, where she continues to champion scientific research, technological advancement, and innovation-driven development.

Beyond government, Dr Gina remains an influential figure in political structures.  She currently serves as a member of the Provincial Executive Committee of the African National Congress in KwaZulu-Natal, and also as the Provincial Deputy Chairperson of the South African Communist Party. 

Dr Gina's unwavering commitment to education, public service, and societal progress continues to inspire and transform lives.  Her remarkable leadership and dedication serve as a beacon of hope for young people, particularly women from disadvantaged backgrounds, as she works toward building a better and more inclusive South Africa.

Mr Buti Kgwaridi Manamela is the Deputy Minister for Higher Education, Science and Technology.  His previous portfolio was Deputy Minister for Higher Education and Training, and before that, he served as Deputy Minister in the Presidency: Planning Monitoring and Evaluation, Youth Development and Administration.

 

Deputy Minister Manamela has been a Member of Parliament since 2009, serving as Whip of the Labour Portfolio Committee, and as Chief Volunteer for Parliament's Nelson Mandela Day activities.

He is a member of the Central Committee of the South African Communist Party (SACP). He served as the National Secretary of the Young Communist League of South Africa from 2003 until 2014, and has also served in various roles in the ANC Youth League, South African Students Congress and other student organisations. Deputy Minister Manamela also worked as organiser for trade union SACCAWU in 2001.

 

Deputy Minister Manamela completed his Matric in Phagameng High School and went on to study towards his N-Certificate in Electronics at Mamelodi College until 2001; and completed his Post-Graduate Diploma (2014) and Master of Management in Public Policy at the University of the Witwatersrand (2017).

Dr Phil Mjwara has served as the Director General of the Department of Science and Technology (DST) since April 2006.  In this capacity he is responsible for all policy development in the science and technology sector in South Africa, as well as the portfolio management and governance of South Africa’s systems of government laboratories.  His responsibilities further include the management of South African science and technology official development assistance and the driving of the implementation of South Africa’s National Research and Development Strategy and the management of South Africa’s new DST 10 Year Innovation Plan.

 

Prior to his appointment at DST, Dr Mjwara was the Group Executive: Research and Development; Strategic Human Capital Development at the Council for Scientific and Industrial Research (CSIR). At the CSIR, he was responsible for assisting the CSIR strengthening its Science and Technology base including Human Capital Development.  In 2001, Dr Mjwara joined the National Laser Centre (NLC) as its head, where he has been instrumental in growing the centre's activities since its inception and in creating a network of centres in Africa, i.e. African Laser Centre (ALC).

 

He has also held positions at the then Department of Arts, Culture, Science and Technology; as Director of Technology; at the University of Pretoria as professor of S&T policy and at the Universities of the Witwatersrand, South Africa and Fort Hare as a physics lecturer. He has been involved in a discipline of Management of Technological Innovation as well as in processes for policy formulation. He has led a team that conducted the South African Technology Foresight project.  He has published and presented numerous papers on physics, technology analysis and foresighting related topics.

 

Dr Mjwara has served on various advisory councils and review boards. He currently serves on the Board of the World of Platinum of South Africa. He also serves on the Council of the University of Johannesburg.

Prof. Nzimande was appointed as Minister of Higher Education, Science and Technology on 30 May 2019. He was Minister of Transport from 27 February 2018 to 25 May 2019. Prof. Bonginkosi Emmanuel "Blade" Nzimande was the Minister of Higher Education and Training in the Republic of South Africa from 26 May 2014 until 17 October 2017.

He is a general secretary of the South African Communist Party; chairperson of the Parliamentary Select Committee on Education; deputy chair of the Central Committee of the South African Communist Party; and chairperson of the Financial Sector Campaign Coalition.

Academic Qualifications

Prof. Nzimande holds a Doctorate in Philosophy specialising in Sociology from the University of Natal.

Career/Positions/Memberships/Other Activities

Prof. Nzimande has has lectured at the University of Zululand in 1985, and was a lecturer in Industrial Psychology at the University of Natal in 1987.

He was a Council member at the University of South Africa; a member of the National Deployment Committee of the ANC; chairperson of the board of trustees at the Centre for Educational Policy Development; a council member at the University of Transkei; a council member at the University of KwaZulu-Natal, and chairperson of the African National Congress Parliamentary Study Group on Education.

Ms Mmamoloko Tryphosa Kubayi-Ngubane, the Minister of Science and Technology, has been an ANC Member of Parliament since 2009.

 

Before joining the Department of Science and Technology in February 2018, she was Minister of Energy from March to October 2017, and Minister of Communications from October 2016 to February 2017.

 

She has served on three Portfolio Committees, chairing the Portfolio Committee on Telecommunications and Postal Services between June 2014 and March 2017, and serving as Committee Whip for the Portfolio Committees on Basic Education and Higher Education between May 2009 and May 2011.  She was Parliamentary Advisor to the Deputy President of South Africa from June 2013 to May 2014.

 

With a master's degree in Public and Development Management from the Wits School of Governance and a BA from Vista, Ms Kubayi-Ngubane started out as a community developer.  She moved on to become a leadership consultant at First National Bank, a Skills Development Manager and Facilitator at the National Health Laboratory Services, an ANC Proportional Representative Councillor in the City of Johannesburg Metropolitan Council, and the Director: Special Projects in the Deputy President’s Office.

 

Currently a member of the ANC's National Executive Committee, she has held many political leadership roles, including in the ANC Women’s League, ANC Youth League and the South African Students Congress.
